About the Research & the Report

MSD commissioned OpenSky to conduct and complete a Research report which would outline the correlation between the existence of evolved EVRs (Electronic Vaccination Registries) and higher Vaccine Coverage Rates (VCRs) in the EU, the UK, Norway, Switzerland and Serbia.

Using the HPV Vaccination as a case study, the research commenced in November 2021 and continued into Q2 2022, capturing in-depth data from every country and delivering a heatmap & scoreboard to visualise the correlation between EVRs and VCRs.

The project has since been extended to focus on the state and sophistication of EVRs in countries in the Asia Pacific region, including Australia, China, Hong Kong, India, Indonesia, Japan, Korea, Malaysia, New Zealand, Philippines, Singapore, Taiwan, Thailand, and Vietnam. The work is being conducted as part of a newly formed health collation comprising of MSD, Microsoft, and Johnson & Johnson, under the ECH Alliance’s Digital Health Society. Upon the completion of this phase of research, the coalition will have an in-depth understanding of the state of EVRs and their interactions with Vaccine Penetration across more than 50 countries across all of Eurasia.

EU Flagship Dashboard in Denmark.

Denmark is internationally recognised as a benchmark market for eHealth solutions and Electronic Vaccination Registries (EVRs). The country has distinguished itself as an early adopter of the HPV vaccination program, boasting a robust database spanning over a decade of valuable immunization data.

Denmark's Statens Serum Institut (SSI), is a key entity under the Ministry of Health responsible for ensuring preparedness against infectious diseases and biological threats. Data is regularly published to an open data site, however the user interface provided was outdated. The OpenSky VaxLens team created a solution to consume this data and provide a modern, interactive dashboard.

Accelerated Reimbursement and Expansion of New Vaccination Delivery Channels in Slovakia.

The National Health Information Centre (NCZI) (a state-funded organization founded by the Ministry of Health of the Slovak Republic), collaborated with the MSD local team in Slovakia to provide monthly HPV vaccination data - enabling the creation of HPV vaccination dashboards.  Utilising the powerful insights from the data, we engaged in narrative development with the local team, and commenced a series of meetings with various public sector organisations in Slovakia, including The National Oncology Unit and the NCZI.

Following these engagements with public sector stakeholders, the NCZI have subsequently undertaken to publish similar dashboards for the full National Immunisation Programme (NIP) in Slovakia.

Data Driven Narratives and Best Practice Data Monitoring Accelerates WHO Goals by Czech Republic.

Analysis of HPV Vaccination Reimbursement Funds enabled us to design a visual data monitoring solution with expanded functionality to include information on HPV screening and treatment.  This tool has provided visibility of the journey to HPV elimination and has subsequently encouraged the sick funds to provide more data and on a continuous basis.  Further to this, the Czech Republic MSD team made significant traction in working with local public sector stakeholders, with significant buy-in to the developed narrative.

Creating Momentum & Awareness of VCR Tracking and Monitoring in Switzerland.

Switzerland is one of the more poorly performing markets in terms of vaccine uptake and EVR status. There is significant disjointedness across the 26 cantons, and no uniform practice in terms of vaccine rollout or monitoring. There are also legislative and privacy challenges in Switzerland that don’t exist in other jurisdictions 

In order to create momentum across political, healthcare and public stakeholders to increase awareness of the importance of VCR tracking, and the importance of monitoring as a public health measure, OpenSky participated in the Swiss Public Health Conference 2023 in Lausanne, giving a keynote address on work performed across Europe and best practice.
